When local residents of the Panhandle went to sleep on Wednesday night, they were prepared to ride out a Cat 3 Hurricane. 50% of locals woke up Thursday morning to a Cat 4 Hurricane and before long were told it was too late to evacuate. One video of a woman screaming saying, I will never do this again, I'll never stay. Hurricane Michael was 1 mile shy of being a Cat 5 Hurricane when it crashed into Panama City and Mexico Beach Florida. The damage is catastrophic. FEMA is now in full search and rescue to find the people who stayed to ride out the storm.
