This new law which takes effect next year will mean people who want to buy a puppy or a kitten will have to deal directly with breeders or go adopt a shelter animal.
The new law is called Lucy's Law named after a dog Lucy that was rescued from a puppy farm in Wales in 2013.
Lucy spent most of her life in a cage.
