Abandoned Boats Around Tampa Bay

Being a resident of the Tampa Bay area its easy to see all of the boats moored in our harbors and waterways. Who owned these boats? Are they abandoned?

This ABC Action News video from 2016 proves that nothing is being done about this.

And this story just covers the abandoned boats. Who owns the rest of the boats moored by the hundreds in our waterways? Are they paying us rent? Where are they dumping their sewage? I think we all know the answers already. Why let anyone get away with free storage?
