Is It Rude To Recline Your Seat On A Plane?

I recently took a flight out of Tampa International Airport to Fort Lauderdale on a small plane. I took my seat and the person in front of me immediately reclined their seat as far back as it would go when we reached altitude. The plane was small to begin with and there's hardly any leg room on a regular sized plane. I never recline my seat on a plane, do you?
