Plans to close down the Howard Frankland Bridge this weekend were called off when they realized equipment they needed wouldn't be in Tampa in time. They're going to remove the 4th Street North bridge over 275 as part of that Gateway Express project.

Tonight the Florida Department of Transportation announced that the closure will happen next weekend instead. The bridge will close in both directions at 8pm on January 16th and reopen at noon on Sunday, January 17. Weather, however, could alter those plans. They suggest adding about 30 minutes to your travel time.

Once the overpass is removed, Exit 32 southbound I-275 (4th St) will remain closed while crews construct a new ramp that'll be a part of the widening of 275. They expect it to be ready in late 2021. No changes, however, for the 4th St. to I-275 North ramp.
